In a bid to bring together the Indian scientists abroad and India-based researchers for conducting joint researches in India, the Department of Science and Technology (DST) has launched a scheme named ‘Visiting Advanced Joint Research Faculty’ (VAJRA).


Key facts

  • The Visiting Advanced Joint Research (Vajra) faculty scheme is a dedicated programme for foreign scientists and academicians, with emphasis on non-resident Indians, persons of Indian origin and overseas citizens of India to work as adjunct faculty in the government-funded academic and research institutions.
  • Under this scheme, scientists or senior researchers abroad – of Indian origin or otherwise – can collaborate with faculties here.
  • Under the scheme, foreign researchers would receive endowments at par with those in their own countries. The endowments for faculties would be US $15,000 in the first month of residency and US $10,000, for the remaining months.
  • The idea of the scheme is to bring the best of the world to India and conduct research here. The broad areas of research like energy, health, advance material and others would be promoted under the scheme.

Biotech- KISANIntroduction

Introduction

Biotech-KISAN was recently launched by the government. It is a new programme that empowers farmers, especially women farmers. It is a Farmer centric scheme launched by of the Department of Biotechnology.

  • The Scheme is for farmers, developed by and with farmers, it empowers women, impacts locally, connects globally, is Pan-India, has a hub-and spoke model and stimulates entrepreneurship and innovation in farmers.
  • Biotech-KISAN aims to link farmers, scientists and science institutions across the country in a network that identifies and helps solve their problems in a cooperative manner.
  • The scheme includes the Mahila Biotech- KISAN fellowships, for training and education in farm practices, for women farmers. The Scheme also aims to support the women farmers/ entrepreneur in their small enterprises, making her a grass root innovator.
  • Biotech-KISAN will connect farmers to best global practices; training workshops will be held in India and other countries. Farmers and Scientists will partner across the globe.
  • The scheme is targeted towards the least educated marginalised farmer; Scientists will spend time on farms and link communication tools to soil, water seed and market. The aim is to understand individual problems of the smallholding farmers and provide ready solutions.
  • Biotech KISAN will connect farmers with science in the 15 agro-climatic zones of the country in a manner, which constantly links problems with available solutions. In each of these 15 regions, a Farmer organisation will be the hub connected to different science labs, Krishi Vigyan Kendra and State Agriculture Universities co-located in the region. The hub will reach out to the farmers in the region and connect them to scientists and institutions.
  • The hub will have tinkering lab, communication cell and will run year-long training, awareness, workshops and which will act as education demonstration units to encourage grass root innovation in the young as well as women farmers.
  • There will be a communication set-up to make radio and TV programmes for local stations, as well as daily connectivity through social media.

Introduction

NIDHI (National Initiative for Development and Harnessing Innovations), an umbrella program is pioneered by the Department of Science & Technology (DST), Government of India, for nurturing ideas and innovations (knowledge-based and technology-driven) into successful startups.


What is NIDHI program?

  • Department of Science & Technology has launched a NIDHI program (National Initiative for Developing and Harnessing Innovations) under which programmes for setting up of incubators, seed fund, accelerators and ‘Proof of concept’ grant for innovators and entrepreneurs have been launched.
  • Under NIDHI, PRAYAS (Promoting and Accelerating Young and Aspiring innovators & Startups) programme has been initiated in which established Technology Business Incubators (TBI) are supported with PRAYAS grant to support innovators and entrepreneurs with grants for ‘Proof of Concept’ and developing prototypes.
  • A maximum grant of Rs. 220 lakh is given to a TBI for establishing a PRAYAS Centre which includes Rs.100 lakh for PRAYAS SHALA, Rs. 20 lakh for operational cost of PRAYAS Centre and maximum of Rs. 10 lakh to one innovator for developing prototype. Funding for ten innovators is given to the TBI in a year.

Need for NIDHI

  • The Indian startup ecosystem has seen a lot of activity in terms of growth of number of startups that emerged and also in terms of deals for funding that got closed and amount that were funded. Against this bright background, however, the challenge that the young student innovators face is to raise the initial funding for his/her startup. Having reached the stage where s/he has done the technology demonstration and has a working prototype, the innovator is now looking for preparing his business plan, product validation and launch of startup. Product development and validation is his/her major challenge at this stage.
  • Startup launch, product development and validation requires some investment part of the young innovator. The initial funds needed at this time usually comes from friends, family, Angel investors and HNI who would invest in a early stage startup.
  • However, when technology is untested and market is unsure making returns uncertain, the risk of investment is too high for conventional investors including the Venture Capitalists to pitch in. The funds required at this pre – incubation stage is not a very large fund by volume but it does certainly gives the startup and the young innovator a breather in this competitive space.
  • NIDHI, by design connects and strengthens all the links of the innovation chain from scouting to sustaining to securing to scaling to showcasing, because a chain is only as strong as its weakest link. The key stakeholders of NIDHI includes various departments and ministries of the central government, state governments, academic and R & D institutions, mentors, financial institutions, angel investors, venture capitalists, industry champions and private sectors.

  3. To accelerate the journey of idea to prototype by providing initial funding assistance.

Introduction

  • Innovation in Science Pursuit for Inspired Research (INSPIRE) is an innovative programme sponsored and managed by the Department of Science & Technology for attraction of talent to Science.
  • The basic objective of INSPIRE is to communicate to the youth of the country the excitements of creative pursuit of science, attract talent to the study of science at an early age and thus build the required critical human resource pool for strengthening and expanding the Science & Technology system and R&D base.
  • A striking feature of the programme is that it does not believe in conducting competitive exams for identification of talent at any level. It believes in and relies on the efficacy of the existing educational structure for identification of talent.

INSPIRE

  • The strength of the innovation infrastructure of a nation has enormous significance in the competition among emerging knowledge economies.The realization of Vision 2020 calls for action and a well designed innovation infrastructure.
  • Generation and nurturing of a human talent pool capable of utilizing and developing first principles in science is both a pre-condition and integral part of such an innovation infrastructure. An India specific model for attracting talent with an aptitude for research and innovation, for a career in Basic & Natural sciences is required.
  • INSPIRE is an innovative programme developed by the the Department of Science & Technology to attract talent to the excitement and study of science at an early age, and to help the country build the required critical resource pool for strengthening and expanding the S&T system and R&D base. It is a programme with long term foresight.

INSPIRE has three components

  1. Scheme for Early Attraction of Talent     (SEATS)
  2. Scholarship for Higher Education           (SHE)
  3. Assured Opportunity for Research Careers  (AORC)

Scheme for Early Attraction of Talent (SEATS)

  • Scheme for Early Attraction of Talent (SEATS) aims at attracting talented youth to study science by providing INSPIRE Award, to experience the joy of innovations, of Rs.5,000/- to one million young learners in the age group 10-15 years.
  • There shall be annual Summer/Winter Camps for about 50,000 youth at more than 100 locations, for toppers in Class X board examinations for exposure with global leaders in Science, through INSPIRE Internship.

INSPIRE Award

In order to seed and experience the joy of innovation, every year two lakh school children in the age-group of 10 to 15 years i.e., 6th to 10th standards are being identified for the INSPIRE Award. Each INSPIRE Award envisions an investment of Rs.5,000/- per child. The scheme plans to reach at least two students per secondary school during the next five years.
