About Remission of Duties and Taxes on Exported Products (RoDTEP) Scheme:

What it is?

  • A flagship WTO-compliant export promotion and tax neutrality scheme that refunds previously un-rebated Central, State, and local levies, taxes, and duties borne on exported goods, including prior-stage cumulative indirect taxes on inputs and transport.

Launched in: Formally came into effect on January 1, 2021 (replacing the WTO-disputed Merchandise Exports from India Scheme, or MEIS).

Organisation:

  • Notified by: Department of Commerce (Directorate General of Foreign Trade – DGFT), Ministry of Commerce and Industry.
  • Administered & implemented by: Department of Revenue (Central Board of Indirect Taxes and Customs – CBIC), Ministry of Finance.

Aim: To neutralize embedded domestic taxes on outbound goods, eliminate cost disabilities for domestic producers, prevent the export of domestic taxes, and enhance the cost competitiveness of Indian merchandise in global markets.

Key Features:

  • Comprehensive Tax Remission Scope: Reimburses non-GST levies that are not rebated under any other mechanism, such as VAT and central excise on transport fuel, electricity duties, mandi taxes, and stamp duties on shipping documents.
  • Transferable Electronic Duty Credit Scrips (e-scrips): Issued through an end-to-end digitized system maintained in an electronic ledger on ICEGATE by CBIC, allowing exporters to pay Basic Customs Duty on imports or transfer scrips to other firms.
  • FOB-Linked Rate Structure: Operates on notified rates as a percentage of the Free-on-Board (FOB) export value with per-unit value caps categorized under specific 8-digit ITC-HS codes.
  • Inclusion of Critical Export Categories: Covers DTA manufacturing while extending parity to Advance Authorisation holders, Export Oriented Units (EOUs), and Special Economic Zone (SEZ) units under Appendix 4RE.
  • Strict Foreign Exchange Realisation Linkage: Benefits are granted subject to the realization of export proceeds within the timelines stipulated under the Foreign Exchange Management Act (FEMA), 1999, backed by automated recovery systems in case of default.
  • Annual Budgetary Framework: Functions under fixed budgetary allocations without carrying over unfunded contingent liabilities or arrears to the subsequent fiscal year, recalibrating sectoral rates to maintain fiscal discipline.

Significance:

  • WTO Compliance: Unlike MEIS, RoDTEP remits embedded indirect taxes rather than providing export subsidies, aligning it with WTO rules.
  • Export Competitiveness: Refund of embedded taxes reduces export costs, helping Indian products compete better in global markets.
