About Jawahar Dweep:

What it is?

  • A restricted offshore island terminal in Mumbai Harbour, historically known as Butcher Island, owned and operated by the Mumbai Port Authority (MbPA) primarily for offloading, storing, and handling crude oil, liquefied petroleum gas (LPG), and petroleum products from ocean-going oil tankers.

Located in: Situated in the Arabian Sea off the eastern waterfront of Mumbai, Maharashtra, approximately 8.25 km northeast of the Gateway of India and northwest of Elephanta Island (Gharapuri).

Geological Formation:

  • Geologically composed of Deccan Traps basaltic bedrock, formed during late Cretaceous-early Paleogene volcanic activity.
  • It represents a submerged topographic high / continental island remnant with a central hillock surrounded by dense littoral vegetation and mudflats within Mumbai’s estuarine harbor basin.

Key Features:

  • Offshore Liquid Cargo & Jetty Infrastructure: Serves as Mumbai’s primary marine crude intake hub, equipped with deep-water jetties capable of accommodating large crude carriers (VLCC/Suezmax) through dedicated approach channels.
  • Subsea Pipeline Evacuation to Wadala: Connects via a network of subsea crude pipelines to holding facilities at Wadala on mainland Mumbai, directly feeding public-sector refineries (HPCL and BPCL) for domestic processing.
  • Restricted Strategic Security Zone: Operates as an access-controlled, high-security maritime zone covered with dense natural vegetation and a prominent central hillock, shielded from civilian and commercial ferry routes.
  • Oil Spill Response (OSR) Operations Center: Hosts dedicated tier-1 marine pollution abatement and Oil Spill Response infrastructure, deploying containment booms, skimmers, and emergency recovery equipment.
  • Pioneering Environmental Benchmark: India’s first marine oil terminal to eliminate single-use plastics, integrating sustainable port protocols and zero-waste mechanisms into bulk hydrocarbon transport.

Significance:

  • Located 8 km offshore, the island keeps large-scale crude operations away from Mumbai, reducing risks from fires, explosions and leaks.
  • Serves as a key crude-import gateway, supplying refineries and supporting the petroleum needs of western India.
