Context: Senior IAS officer Anurag Jain (1989-batch, Madhya Pradesh cadre) officially took charge as the Chief Executive Officer (CEO) of NITI Aayog following approval from the Appointments Committee of the Cabinet.

What It Is?
- NITI Aayog is the Government of India’s apex public policy think tank and strategic advisory institution. It replaced the 65-year-old Planning Commission, shifting India’s development strategy from a centralized top-down command model to a decentralized, bottom-up participatory framework.
Date of Constitution: January 1, 2015.
Legal Character: It is a non-constitutional, non-statutory, extra-constitutional body established via an executive resolution of the Union Cabinet.
Aim: To foster cooperative and competitive federalism by providing directional, strategic, and technical inputs to the Central and State Governments, shaping a shared national development agenda through bottom-up planning.
Governance Structure:
- Chairperson: Prime Minister of India (ex-officio).
- Vice-Chairperson: Appointed by the Prime Minister (enjoys the rank of a Union Cabinet Minister).
- Governing Council: The premier decision-making forum comprising the Prime Minister, Chief Ministers of all States and Union Territories with legislatures, and Lieutenant Governors of other UTs.
- Regional Councils: Formed on a need basis to address specific inter-state or regional development priorities.
- Full-Time / Part-Time Members & Ex-Officio Members: Maximum of 4 Union Council of Ministers designated by the Prime Minister, alongside eminent domain domain experts.
- Chief Executive Officer (CEO): Appointed by the Prime Minister for a fixed tenure with the rank of Secretary to the Government of India.
Key Functions:
- Promoting Cooperative & Competitive Federalism: Creates structured dialogue channels between the Centre and States (Cooperative Federalism) while ranking states across thematic indices like the SDG India Index, Health Index, and Innovation Index to drive peer-to-peer performance benchmarking (Competitive Federalism).
- Decentralized Bottom-Up Planning: Develops institutional mechanisms to formulate credible plans starting at the village/panchayat level and progressively aggregates them to state and national development strategies.
- Strategic Policy & Programme Monitoring: Designs long-term policy blueprints, monitors the real-time execution and efficacy of flagship Central schemes, and facilitates mid-course corrections.
- Think Tank & Knowledge Innovation Hub: Acts as an internal repository for policy research, cutting-edge governance practices, international benchmarking, and technological adoption.
- Focus on Vulnerable Sections & National Security: Ensures that national security priorities are integrated into economic strategies and designs targeted interventions for disadvantaged or marginalized social groups.
