About Adoption of the 13th BRICS Education Ministers’ Declaration:

What It Is?

  • The 13th BRICS Education Ministers’ Declaration is a joint policy framework adopted by BRICS member countries to deepen cooperation in education, skills, research, innovation, and academic mobility.
  • It reflects India’s 2026 BRICS Chairship theme, Building for Resilience, Innovation, Cooperation and Sustainability, and places learners, teachers, researchers, and youth at the centre of cooperation.

Aim: To build inclusive, resilient, future-ready, and human-centred education systems through stronger cooperation among BRICS countries in foundational learning, skill development, research, academic mobility, and institutional capacity.

Key Outcomes:

  • Strengthening ECCE and Foundational Learning: Promotes universal access to quality Early Childhood Care and Education (ECCE), school readiness, foundational literacy and numeracy, and age-appropriate digital learning.
  • Cooperation in Skills and TVET: Strengthens the BRICS TVET Cooperation Alliance and supports India’s proposed International Skill Gap Study to identify emerging workforce requirements.
  • Research, Innovation and AI: Encourages joint research, start-up collaboration, and the safe, ethical and human-centred use of Artificial Intelligence in education.
  • Mutual Recognition of Qualifications: Advances discussions on an MoU for Mutual Recognition of Qualifications (MRQ) to improve academic mobility and cross-border recognition of degrees.
  • Academic Leadership and Institutional Cooperation: Promotes the BRICS Rectors’ Forum, faculty exchanges, STEM scholarships, and exploratory work toward a BRICS University Global Ranking and Evaluation System.

  • Creates a platform for BRICS countries to share educational technologies, skills, research capabilities, and institutional best practices.
  • Focus on AI, TVET, research, and skill-gap assessment can improve employability and prepare youth for emerging industries.
