  • Unlike traditional sensors that require a direct line of sight, V2V enables proactive accident prevention by warning drivers about hidden hazards beyond their visual range.

Proposed Rollout Timeline in India:

  • Standard Framework: Governed by the newly drafted AIS-230 (Automotive Industry Standard).
  • Voluntary Compliance Phase: From October 1, 2027, vehicles voluntarily equipped with V2V hardware must comply with AIS-230 rules.
  • Mandatory Phase: Mandatory for all newly produced L, M, and N category vehicles manufactured on or after October 1, 2028.

  • The Closing Auction Session (CAS) is a dedicated 20-minute daily auction mechanism introduced in the cash market segment for equity stocks on which derivative (F&O) contracts are available. Instead of computing closing prices through continuous trade averages, CAS aggregates buy and sell orders to discover a single, fair equilibrium closing price.

Regulator Mandate: Mandated by the Securities and Exchange Board of India (SEBI) via circular issued on January 16, 2026.

Exchanges Implementing: Simultaneously launched by the National Stock Exchange (NSE) and BSE.

Implementation Date: Effective from August 3, 2026.

Aim: To curb end-of-day price manipulation, improve price discovery, align Indian equity markets with global best practices, and deliver more accurate benchmark values for mutual funds, ETFs, and derivatives settlement.

How It Works?

  • Phase 1 — Transition & Reference Price (3:15 PM – 3:20 PM): Continuous trading ends for eligible F&O stocks at 3:15 PM. The system calculates a reference price based on the Volume-Weighted Average Price (VWAP) of trades between 3:00 PM and 3:15 PM, applying a strict ±3% price band.
  • Phase 2 — Order Entry Window (3:20 PM – 3:30 PM):
    • 3:20 PM – 3:25 PM: Market and limit orders can be placed, modified, or canceled.
    • 3:25 PM – 3:30 PM: Only limit orders are accepted; market orders cannot be altered or canceled. The order entry window closes at a random time between 3:28 PM and 3:30 PM to prevent order spoofing.
  • Phase 3 — Order Matching & Price Discovery (3:30 PM – 3:35 PM): The system matches buy and sell orders at a single equilibrium price that maximizes executable volume. Market orders receive execution priority over limit orders.

Key Features:

  • Phased Scope: Applies exclusively to equity cash market stocks with active F&O derivative contracts. Non-F&O stocks continue regular trading until 3:30 PM using the existing 30-minute VWAP method.
  • Order Type Restrictions: Stop-loss, iceberg, and revealed-quantity orders are prohibited during CAS.
  • Carryover of Pending Orders: Unexecuted limit orders from the continuous trading session automatically transfer to CAS provided they fall within the ±3% price band.
  • Independent Order Books: NSE and BSE run separate order books for CAS, leading to localized price discovery and short-term inter-exchange price differences.

What Is an FIR?

  • A First Information Report (FIR) is the first written information recorded by the police regarding the commission of a cognizable offence. Registration of an FIR sets the official criminal investigation process into motion under the Bharatiya Nagarik Suraksha Sanhita (BNSS).

Key Features of an FIR:

  • Primary Trigger for Investigation: Serves as the foundational document that empowers police authorities to investigate a cognizable offence without a prior court warrant.
  • No Direct Executive Cancellation: An FIR cannot be unilaterally cancelled, revoked, or expunged by an executive order passed by a government or minister.
  • Judicial Oversight: Once registered, any resolution or termination of the resulting criminal proceedings requires police filings or explicit judicial approval.
  • Informational, Not Substantive Evidence: Functions as an initial report of an alleged crime; it does not constitute conclusive evidence until corroborated during trial.

How an FIR / Criminal Case Can Be Withdrawn or Closed?

  • Route One: Police Closure Report (Section 193, BNSS):
    • If police investigation reveals insufficient evidence to proceed against the accused, the investigating agency submits a Closure Report (or Final Report) to the jurisdictional Magistrate under Section 193 of the BNSS.
    • The Magistrate holds full supervisory authority to accept the report, reject it, order further investigation, or take cognisance independently (Palaniswamy Veeraraja v. State of Karnataka, 2026).
  • Route Two: Withdrawal from Prosecution (Section 360, BNSS):

The Public Prosecutor or Assistant Public Prosecutor can file an application before the trial court seeking to withdraw from the prosecution at any time before judgment (Section 360 BNSS). To be valid:

    • The decision must stem from the Prosecutor’s independent judgment, not mere executive dictation.
    • The court must grant explicit consent after verifying that withdrawal is sought in good faith and public interest (Sheonandan Paswan v. State of Bihar, 1986).
    • Victims must be afforded an opportunity to be heard before consent is granted.
  • Route Three: Quashing by High Court (Section 528, BNSS):
    • Under Section 528 of the BNSS, High Courts exercise inherent powers to quash an FIR or pending chargesheet to prevent abuse of the process of any court or to secure the ends of justice.
    • High Courts can exercise this power if no prima facie case is established or if the matter has been settled amicably in non-heinous offences.

Significance:

  • Withdrawing minor cases against student protesters or agitators can restore peace without burdening individuals with lasting criminal records.
