Editorial Analysis: Building a Universal Social Safety Net for India’s Informal Workforce

Introduction:

The Ministry of Labour integrated the e-Shram portal with State welfare boards and employment platforms, creating a comprehensive digital registry of over 300 million unorganised workers. This milestone highlights the urgent need to transition from digital registration to portable, universal social security for India’s informal workforce.

About Universal Social Security for India’s Informal Workforce:

A universal social safety net for informal workers aims to provide portable, lifelong social protection—including healthcare, accident insurance, and old-age pensions—regardless of geographic location or job shifts. In India, where the vast majority of the workforce operates in the unorganised sector without formal contracts, establishing a single-window, Aadhaar-linked social security account is vital to protect vulnerable households from financial shocks and poverty.

Key Data and Statistics:

  • Dominance of Informal Labour: Over 90% of India’s total working population operates in the unorganised sector, spanning construction, domestic work, agriculture, and gig platforms.
  • Low Income & High Vulnerability: Official data reveals that a vast majority of registered informal workers earn less than ₹10,000 per month, leaving virtually no margin to absorb sudden medical emergencies or income losses.
  • e-Shram Milestone: The e-Shram platform has successfully registered over 300 million informal workers, establishing a national database for targeting welfare programs.

Need for Social Security Coverage for Informal Workers:

  • Massive Scale of Informality: Over 90% of India’s working population operates in the unorganised sector—spanning construction, domestic help, agriculture, logistics, and gig work—forming the backbone of the national economy.
  • Low Earning Baseline and Vulnerability: The vast majority of registered informal workers earn less than ₹10,000 per month, leaving virtually no financial buffer to absorb unexpected shocks.
  • Health Crisis Impoverishment: Medical emergencies remain the single largest cause of sudden debt among working-class families, forcing asset sales and school dropouts when out-of-pocket expenses surge.
  • Economic Insecurity from Unstable Work: Informal employment lacks basic contracts, paid leave, workplace injury coverage, or old-age pensions, making short illness or seasonal slumps an immediate threat to family survival.
  • Dignity of Labour & Inclusive Growth: Converting digital recognition into tangible, lifelong social protection is essential to protect workers from predatory debt and fulfill the economic promise of Viksit Bharat.

Key Pillars of a Portable Universal Safety Net:

  1. Aadhaar-Linked Universal Account: Create a single-window “universal social security account” that follows workers seamlessly across state lines and job transitions.
  2. Cashless Healthcare Access: Integrate e-Shram directly with Ayushman Bharat (PM-JAY) to guarantee cashless medical treatment at empanelled hospitals nationwide, eliminating ration card barriers.
  3. Immediate Accident Cover & Old-Age Pension: Guarantee baseline insurance for workplace injuries and establish a guaranteed minimum pension to protect elderly informal workers.
  4. Pooled & Innovative Financing Architecture:
    • Combine central budget allocations with automated welfare cesses levied on digital aggregators, logistics operators, and major infrastructure projects.
    • Enable flexible micro-contributions via digital wallets for higher pension tiers.

Core Challenges Faced by Informal Workers:

  • Geographic and Administrative Fragmentation: Traditional welfare schemes are tied strictly to local residential addresses, causing access to break down when workers migrate across state borders.
  • Spatial Friction for Inter-State Migrants: Mobile workers—who power urban construction and logistics—are systematically excluded from state welfare boards due to rigid local documentation requirements.
  • Occupational Rigidity: Welfare benefits are often tied to fixed occupational categories, penalizing workers who switch between seasonal farming, urban construction, or app-based gig platforms.
  • Absence of Unified Portability Mechanisms: Despite digital databases, social security benefits, health coverage, and pensions are not seamlessly portable across state lines or job transitions.
  • Piecemeal Funding Models: Scattered state welfare boards suffer from inefficient fund utilization, lacking a pooled funding architecture supported by digital platform cesses and micro-contributions.

Way Forward:

  1. Single-Window Portable Account: Establish a universal social security account linked to a worker’s digital identity that follows them seamlessly across state lines and job transitions.
  2. Universal Healthcare Integration: Directly link e-Shram profiles with Ayushman Bharat (PM-JAY) to guarantee cashless medical treatment at any empanelled hospital nationwide, free from local ration card constraints.
  3. Pooled and Innovative Financing: Combine central budget allocations with an automated welfare cess levied on digital platforms, logistics operators, and major infrastructure projects.
  4. Flexible Micro-Contributions: Enable flexible, digital-wallet-based micro-contributions to allow informal workers to voluntarily build higher-tier old-age pension reserves.
  5. Core Triad Guarantees: Ensure that the universal safety net delivers three non-negotiable protections on the ground—immediate workplace accident insurance, seamless nationwide healthcare, and a baseline old-age pension.

Conclusion:

While digital public infrastructure like e-Shram has made India’s informal workers visible, achieving long-term economic development requires turning digital records into portable lifelong protection. Replacing fragmented, localized schemes with a unified social safety net will help protect working-class families from sudden poverty. Ultimately, establishing universal social security ensures that those who build India’s infrastructure and sustain its daily economy can live with security and dignity.
