Context: During the 3rd India-Australia Annual Summit in Melbourne, Prime Ministers of India and Anthony Albanese launched the Australia-India Partnership on Cyber, Critical Technologies and Supply Chains (PACTS).
About Partnership on Cyber, Critical Technologies and Supply Chains (PACTS):
What It Is?
- PACTS is a comprehensive intergovernmental technology alliance designed to unify, manage, and scale up bilateral cooperation between India and Australia. Shifting from simple policy dialogue to active co-development, the partnership coordinates initiatives across the private sector, universities, research bodies, and state institutions to develop products that drive both economic growth and national security.
Nations Involved: The agreement is bilaterally driven and executed by the Republic of India and the Commonwealth of Australia.
Aim: The objective of PACTS is to secure the technological ecosystem of the Indo-Pacific against foreign interference and supply disruptions.
Key Features and the Five Operational Pillars:
- Pillar 1: Supply Chain Resilience and Diversification: Builds secure hardware supply chains through trusted vendor frameworks, semiconductor plant protection, critical mineral security, and safeguarding undersea cables under the Quad Partnership for Cable Connectivity and Resilience.
- Pillar 2: Critical Technology Innovation: Promotes joint research and standards for emerging technologies, including safe AI guidelines, large language models (LLMs), space cooperation, biotechnology, and telecommunications.
- Pillar 3: Comprehensive Cybersecurity: Strengthens critical infrastructure through a bilateral ICT mechanism against cybercrime, joint technical workshops, UN-level data governance coordination, and a cyber-tech skill incubator.
- Pillar 4: Indo-Pacific Digital Resilience: Promotes India’s Digital Public Infrastructure (DPI) principles across developing Indo-Pacific economies through pilot projects in healthcare, education, and clean energy.
- Pillar 5: Multi-Domain Defence Research: Connects India’s DRDO with Australia’s DSTG to co-develop advanced materials and maritime surveillance systems while linking defence startup ecosystems.
- High-Level Bilateral Architecture: PACTS is overseen by a senior executive committee co-chaired by India’s Deputy NSA and Australia’s Deputy Secretary of the International and Security Group, supported by an annual Senior Officials Meeting.
