    • India should move away from large, reservoir-backed dams that submerge vast forest ecosystems. Instead, policy should favor small-scale Run-of-the-River (RoR) designs and off-river Pumped Storage Plants (PSPs) to handle peak energy demands without blocking natural rivers.
  • Establish a Unified Himalayan Ecological Policy:
    • The state must enact a cohesive, binding legislative framework stretching from Jammu and Kashmir to Arunachal Pradesh. This policy should strictly ban heavy infrastructure in eco-sensitive zones and mandate green-building regulations for expanding mountain towns.
  • Enforce Sustainable Engineering Standards:
    • Linear infrastructure projects, like the Char Dham highway, must utilize advanced tunneling techniques that prevent slope destabilization. Strict penalties must be enforced against the unscientific dumping of construction debris into active riverbeds.
