What is Schedule H1?

  • Introduced in India in 2013 as an amendment to check drug abuse and slow down antimicrobial resistance, Schedule H1 is a highly restricted classification for prescription drugs.
  • It sits as a legal middle ground between ordinary prescription drugs (Schedule H) and heavily restricted narcotics (Schedule X). It specifically covers third- and fourth-generation antibiotics, anti-tuberculosis medications, and high-risk, habit-forming psychotropic substances.

Act Governed Under: Deployed under the statutory framework of the Drugs and Cosmetics Rules, 1945 (enforced via the parent Drugs and Cosmetics Act, 1940).

Aim: To establish absolute accountability across the pharmaceutical supply chain, enforce meticulous prescription monitoring, stop illegal trafficking, and prevent the unauthorized OTC sale of habit-forming medications.

Key Features of the Revised Regulations:

  • Strict Sales Register: Pharmacists must record doctor details, patient identity, drug name, and quantity sold for every Schedule H1 medicine.
  • Three-Year Record Retention: These registers must be preserved for at least three years and remain available for drug inspector audits.
  • Red Warning Label: Schedule H1 medicines must carry a red-bordered warning box and red Rx symbol on packaging.
  • No Repeat Sale Without Prescription: Medicines can only be sold on a fresh prescription from a Registered Medical Practitioner (RMP).
