New Initiative: Revision Through MCQs (RTM) – Revision of Current Affairs Made Interesting
As revision is the key to success in this exam, we are starting a new initiative where you will revise current affairs effectively through MCQs (RTM) that are solely based on Insights Daily Current Affairs.
These questions will be different than our regular current affairs quiz. These questions are framed to TEST how well you have read and revised Insights Current Affairs on daily basis.
We will post nearly 10 MCQs every day which are based on previous day’s Insights current affairs. Tonight we will be posting RTM questions on the Insights current affairs of October 3, 2019.
The added advantage of this initiative is it will help you solve at least 20 MCQs daily (5 Static + 5 CA Quiz + 10 RTM) – thereby helping you improve your retention as well as elimination and guessing skills.

-
- An Ordinance shall have the same force and effect as an Act of Parliament.
- If the government fails to get an Ordinance ratified by the Parliament, it will lapse at the expiration of 6 weeks from the reassembly of Parliament.
- If an Ordinance is issued solely to bypass the Parliament, the President’s decision to promulgate the Ordinance can be challenged.
How many of the statements given above is/are correct?

- The Ordinance may lapse earlier – if the President withdraws it or if both Houses pass resolutions disapproving it (imply that the government has lost majority.)
- S3: RC Cooper Case 1970: If an Ordinance is issued solely to bypass the Parliament, the President’s decision to promulgate the Ordinance can be challenged.
- D C Wadhwa v. State of Bihar 1986: If the Government ignores the legislature and repromulgate an Ordinance, it would be a colourable exercise of power.
- Krishna Kumar Singh v. State of Bihar 2017: Reiterated that the Governor’s power to issue an Ordinance is in the nature of an emergency power. Repeated re-promulgations without bringing the Ordinance to the legislature would be unconstitutional.

5. Question
1 pointsWith reference to Small Modular Reactors(SMRs), consider the following statements:
-
- SMRs are advanced nuclear reactors that have a power capacity of more than 3000 MW(e) per unit.
- SMRs can be sited on locations not suitable for larger nuclear power plants.

- Small – physically a fraction of the size of a conventional nuclear power reactor.
- Modular – making it possible for systems and components to be factory-assembled and transported as a unit to a location for installation.

Question 7 of 10
7. Question
1 pointsConsider the following statements:
-
- In accordance with the Census Act of 1948, no individual’s data should be shared with the State or the Centre; instead, only aggregate administrative statistics should be made public.
- According to Citizenship Rules 2003 under the Citizenship Act, 1955, National Population Register (NPR) is the first step towards a compilation of the National Register of Indian Citizens.
- Now, the NPR has been made compulsory if citizens want to exercise the right to fill the Census form on their own.
How many of the statements given above is/are correct?
Correct
Ans: (c)
Explanation:
- S3: Now, the NPR has been made compulsory if citizens want to exercise the right to fill the Census form on their own. The deleted Handbook said that it is “mandatory for every usual resident of India to register in the NPR.” Census is also a mandatory exercise and giving false information is a punishable offence. refer
- The NPR, unlike the Census, is a comprehensive identity database of every “usual resident” in the country and the data proposed to be collected at the family level can be shared with States and other government departments. Though Census also collects similar information, the Census Act of 1948 bars sharing any individual’s data with the State or Centre and only aggregate data at the administrative level can be released. According to Citizenship Rules 2003 under the Citizenship Act, 1955, NPR is the first step towards a compilation of the National Register of Indian Citizens (NRIC/NRC). Assam is the only State where an NRC has been compiled based on the directions of the Supreme Court, with the final draft of Assam’s NRC excluding 19 lakh of the 3.29 crore applicants.
