Q4. ABC is a district that is far from the state capital and there is a lack of development. Efficient administration in this region is neglected since independence. Though the region is known for its artistic metal work, it has been a dying art and for the past 10-15 years people from rural areas of this region opted for migration as a tool to earn a living. Men migrated to far away cities and send money back home to support their families. After the covid-19 pandemic, many have moved back to the district and have decided not to go back to the cities. Providing them with jobs within the rural economy is a significant challenge. They are mostly dependent on MGNREGs. As a result, the demand for MGNREGS work has tripled; due to covid-related budget constraints, the payments under MGNREGS have been delayed for months by the government. This has created unrest among the rural population of the district. Even though there is a desire to change their profession from hard labour to other jobs, they don’t have the necessary skills and resources.
They have approached you the district collector to guide them in the right direction and support them in whichever way possible.
