Day – 15
1) You are the Superintendent of Police (SP) of a district. There are different complaints against an Inspector of Police who is your subordinate. They are—he collects bribes regularly, he erases evidences in some important cases, he does not register FIRs in some cases, etc. when summoned, he accepts all these charges against him. However, with evidence he proves that, he takes bribe and gives it to a local orphanage; he takes bribe only from rich law-breakers who have capacity to break the charges against them and come out clean with help of money power. Without registering cases, he helps victims by bringing justice to them outside law, because the perpetrators use muscle power to evade the cases.
How will you respond to the charges against him? Give arguments supporting your response. (250W, 20M)
2) The following passage paraphrases preface to the book “When Crime Pays? Money and Muscle in Indian Politics” written by Milan Vaishnav— “India’s 2014 general election was the largest democratic exercise ever undertaken. The rhetorical emphasis on development and governance during the campaign led many analysts to dub it as a ‘good governance’ election. But the very same election produced a parliament in which one-third of its members were facing ongoing criminal proceedings. Voters often have a rational incentive to back politicians with criminal reputations. In places where the rule of law is weak and social divisions are rife, politicians can use their criminality as a signal of their ability to do whatever it takes to protect the community interests—from dispensing justice, providing security and securing many other services. What the Indian State has been unable to provide, strongmen have promised to deliver in spades. What this means in practice is: many voters vote for politicians “because of”, rather than “in spite of”, their criminal reputation. (250W, 20M)
