Day – 18




  1. You are working in the District secretariat. Your job is to assist the District Collector in performing his duties. A sizeable portion of grant has been granted to your district by the government. The government has given the district administration the freedom to utilize these funds for the development of the district. No detailed conditions whatsoever have been given by the government for the use of the funds allocated to your district.

The District collector has called for a meeting of the top officials in the secretariat to chart out a plan for the utilization of these funds. In the meeting, you and your colleagues who have worked in the district for a long time and are well acquainted with the realities of the district have made various proposals with regards to the utilization of the funds.

However, the District collector has decided to go with a totally different plan to utilize these funds. The proposal of his plan has also been put forward by the DC in the meeting. Various genuine concerns were raised by you and your colleagues with regards to this plan. However, the DC has not taken any such concerns into consideration and is determined to go ahead with his plan.

One of the reasons for his determination towards his plan and lack of respect towards the points raised by you and your colleagues is because he partially blames you and your colleagues for the lack of development in your district.

In this context, answer the following questions:

    1. What possible options do you and your colleagues have in this situation? Examine their pros and cons carefully
    2. How will you persuade those involved to ensure that the funds are utilized in the best possible manner with the support of all?
  1. You are posted as a headmaster to a school in one of the remotest village in the state. The academic success of your school has not been that impressive in the last few years. The teachers have lost their motivation, the parents’ of the kids look down upon the idea of education for their children since they believe that it would be more financially and socially viable for their kids to pursue their parent’s occupation rather than pursue education.

    The reason for such a perception is due to the fact that few children who had completed their education and went to cities for further education did not fare well. Some of them even fell into bad habits which caused a lot of hardships to their parents.

    Most of the children who ought to be reading and playing in school are working the fields with their parents due to such a perception. You approached the teachers for their help but they were not that motivated towards your intention of getting students back to the school.

    You approached the village council and requested for their help also. However, you have not been successful in garnering their support so far. However, you are determined to approach and influence those involved to ensure that the children get back to the school and enjoy their rights in the society in an unencumbered manner.

    In this context, answer the following questions:

    1. Discuss in detail on how you would garner the support of those involved to ensure your objective is met in this situation.
    2. In your opinion, what do you think are the possible traits an administrator in India should have to positively influence the people in securing their support towards achieving success in welfare programmes and realizing the constitutional goals by taking suitable examples?
