The given case depicts a situation where difference in work cultures is to be waded with ease, effectiveness and minimum transition friction.

Body:

First establish the stakeholders involved and the ethical issues involved.

Keeping in view organization goals and personal goals, I need to make myself ready. In case of lateral entry, the responsibilities will be of higher level without any prior acquaintance and knowledge of the system.

 As Joint Secretary my major responsibility will be drafting public policies. That means there will always be a need to have information coming from field offices.

Discuss specifically the issues – Acceptability, Profit Vs. People, Technology available, Incentive structure and motivation etc.

Conclusion:

Conclude that difference in work culture is not only in terms of the objectives of institutions and the functioning of the HR policy but also in terms of capacity of people. To successfully wade through the issues as an able manager with operational and technological expertise, requires aligning of individual aspirations with organizational goals.
