It’s in news. It’s in PRS. It’s an important issue which is neglected. Important for Mains.
Key demand of the question:
First examine why state assemblies are not functioning properly, and then examine measures needed to strengthen them. Give equal weightage to both parts.
Examine: Extract important points from given link and present them as per question’s demand.
Structure of Answer:
In the introduction write 2-3 lines about decreasing productivity in state legislatures and how it affects development in states. Link with a study/report that’s in news.
In the body, divide answer into TWO mains parts: First part to examine why their functioning is crucial – both for themselves and India as a whole. Give examples. In the Second part, extracting points from PRS document, neatly categorise and present them concisely. The Wire link also has important points in this regard.
In the conclusion, write about need for parliament to act as inspiration by functioning properly and how both together can strengthen India’s democracy. Or come up with your own insightful line.
