1) Why is diamond industry in India mainly located in Gujarat and Mumbai? In the light of recent events, examine why this industry is facing crisis and what are its consequences. (250 Words)

Why this question?

Two times questions on location factors was asked by UPSC in CSE Mains(2013). As diamond industry is in news since 2015 for its crisis, this can be a probable question in Mains – 2018

Key demand of the question:

First examine why diamond industry is concentrated in Gujarat and Maharashtra.  Secondly, by highlighting recent bank frauds involving diamond industry, write about crisis in the industry and its consequences on various stakeholders. 

Directive Word:

Examine– Present facts to meet demand of the question. Your opinion is not needed. 

Structure of Answer:

In the introduction, write how labour intensive this industry is and how its crisis has ripple effect on various stakeholders. You may also write a line why it’s centred in Gujarat and Maharashtra. 

In the body, in THREE Mains parts answer the question: First part for locational factors (write in points); Second part for reasons why this industry is facing crisis (here, you should give current examples. If possible categorise points such as Government Policies; Credit etc); Third part for consequences of crisis (here, also give current examples). In third part most important factor is to remember all stakeholders. 

In the conclusion, write why such industries need regulation and also conducive environment to do business. 

Tip Make sure all parts of question are addressed and highlighted properly.

Topic:  Salient features of Indian Society, Diversity of India;  Social empowerment

2) Adivasis cannot be equal citizens until they are considered holistically as a part of cultural and ecospheres with unique customs and practices, and not just as welfare recipients receiving doles. Critically comment why discrimination and atrocities against Adivasis in India continues unabated, even in states that are educationally advanced. (250 Words)

Atrocities on adivasis is in news forever. This question is asked to sensitise you and also to test how objectively you can comment on this issue. Moreover, it’s directly related to syllabus (both Paper-1 and Paper-2) 

Key demand of the question:

You should write your opinion why atrocities against tribals continue unabated despite laws that too in well educated states. You also need to briefly comment on the first statement. As it’s in paper-1, focus more on historical, sociological, cultural and resource related factors. 

Directive Word:

Critically comment– With facts and data, comment on the given statement and also on why discriminations exist and are continuing.

Structure of Answer:

In the introduction, write 1-2 lines on grim situation faced by tribals – various kind of atrocities related to land, culture, physical and opportunities. Link it with a current affair, or observation made by certain report or study. 

In the body, there should be TWO parts: One to comment briefly on the given statement (not more than 2-3 lines); Second part, preferably in small paragraphs to comment on reasons why discrimination exist and continue (divide into historical, cultural,  land related, etc) Don’t forget to keep focus on role of advanced states in this issue. 

In the conclusion, write why it’s imperative to end such atrocities.

Topic: Indian culture will cover the salient aspects of Art Forms, Literature and Architecture from ancient to modern times. 

 3) The Mughal style evolved as a result of a happy synthesis of the indigenous Indian style of painting and the Safavid school of Persian painting. It is primarily aristocratic and secular. Discuss. (250 Words)

It’s in our list of topics. Question is asked as it’s interesting to learn that Mughal painting was secular. UPSC has not asked questions like this. It may ask – we never know. 

Key demand of the question:

firstly, write few points on the given statement –  how it’s synthesis of the indigenous Indian style of painting and the Safavid school of Persian painting. Secondly, write why it’s considered as aristocratic and secular. 

Directive Word:

Discuss– Question itself has many dimensions – all dimensions should be discussed with examples and opinion wherever necessary.  

Structure of Answer:

In the introduction, write significance of Mughal painting (don’t repeat words in the question in introduction)

In the body, in 3-4 Mains parts address question’s demand. These parts are: Synthesis of two styles(divide further into 2-3 parts); Aristocratic; Secular etc. 

In the conclusion, write how these Mughal paintings have had influence on future schools of art.

4) What is genetic discrimination? It’s  said that India needs a law against genetic discrimination. Examine why India needs such a law and in what form. (250 Words)

Key demand of the question:

There are three key demands: first define what is genetic discrimination. Second, why India needs a law on genetic discrimination; Third, what should be the form of such a law (your suggestions based on foreign models and expert suggestions)

Directive Word:

Examine: Just present related information for each part of the question.  

Structure of Answer:

In the introduction in 1-2 lines write about need for such a law. Mention related current event(High court verdict).  

In the body, divide answer into THREE parts as mentioned above. Divide each part into sub-parts. For each sub-part provide examples. 

In the conclusion, write benefits of such a law in the larger interest of public health and also human rights.

This issue is in news thanks to fear of superbugs. Important topic for mains and is directly related to syllabus topic. 

Key demand of the question:

Write why poultry industry uses antibiotics and why it’s continuing despite regulations. Secondly, examine health risks for human of using antibiotics in poultry industry. 

Directive Word:

Examine: Present facts and examples to support demand of the question. 

Structure of Answer:

In the introduction write in 1-2 lines on larger implication of superbugs and how poultry industry is contributing to major health risks. 

Define superbugs, antibiotic resistance. 

In the body, There should be TWO main parts:  One to write about reasons why poultry industry uses antibiotics (divide into sub-parts – regulation, policies, ignorance, profit etc) Second part to write about health risks (divide into sub-parts )

In the conclusion, write a 1-2 lines are need for regulation. 

Tip: In question has words that have specific definition, do define them before using them randomly. This helps examiner understand that your concepts are clear.

Topic:  Information sharing and transparency in government, Right to Information; Challenges of corruption

Why this question?

Question directly related to GS-4 syllabus topics – corruption, RTI and Transparency in information sharing. No such question asked in GS-4, but they might ask. This question is relevant in Paper-2.   

Key demand of the question:

Write about need for strong whistleblowers protection act and also write how whistleblowing coupled with RTI can be a potent tool against corruption. 

Directive Word:

Analyse: Divide answer into parts and within each part examine and comment about question’s demand. 

Structure of Answer:

In the introduction write about importance of protecting whistleblowers and also mention why it’s crucial for country like India which is beset with scams.  

Define whistleblowing. 

In the body, in TWO mains parts, and sub-parts within them, analyse importance and relationship between RTI and whistleblowing act. Do give facts to support all arguments.   

In the conclusion write a comment on government’s agenda and lack of political will. But write a conclusion that’s critical and thoughtful.
