Topic Urbanisation – problems and remedies; changes in critical geographical features (including waterbodies and ice-caps) and in flora and fauna and the effects of such changes. 

1) Urban floods are not only an ecological disturbance produced due to anthropogenic factors, they are also an occurrence within a sociopolitical space.  Analyse. (250 Words)

Why this question?

Urban flood are in news for pst few years due their increasing frequency and intensity. It’s an important topic as it links geography with sociology. 

Key demand of the question:

Main focus should be on analysing how floods are also the result of socio-political causes. In addition, one third of your answer should be devoted to explain why they are majorly ecological disturbances produced by anthropogenic factors. The reference article focuses on Nashik as case study. In your answer, give examples of Chennai, Mumbai and Bangalore too. 

Directive Word:

Analyse – In parts, you should examine and comment(wherever necessary) on various dimensions of urban floods.   

Structure of Answer:

In the introduction, you should highlight why frequent occurrence of urban floods  are also socio-political phenomenon. You may give certain stat or mention recent event to give this introduction current affairs dimension. 

In the body, you should divide answer into TWO mains Parts: First part to analyse urban floods as consequence of anthropogenic factors (one-third space). In the second part, categorise into parts and examine in detail (Religious practices, ghats, Encroachments by the poor etc)

In the conclusion, argue that floods have become complex phenomenon and need mitigation strategies, not adaptation strategies.

(In these answers, try to present facts as much as possible – NDMA definitions, SDG goals etc)

Topic:   Functions and responsibilities of the Union and the States, issues and challenges pertaining to the federal structure

2) As per the the 84th Amendment act, the constituency boundaries are frozen till the first census after 2026, that is, at least until after 2031. What are the implications of this amendment? Should India go back to the decadal revisions of the constituency boundaries keeping in mind the changing demographics of India? Comment. (250 Words)

Why this question?

Delimitation is an important concept. Questions tests your concept and ability to apply it. It’s a very important question. 

Key demand of the question:

In the first part, explain the impact of 84th amendment act. In the second part, you should opine if the Parliament should reverse the amendment and go back to decadal revision of the constituency boundaries (give reasons to substantiate your stance – the first part of answer should be referred back)

Directive Word:

Comment:  Your opinion on the issue should be written (in the second part). Not needed in the first part. 

Structure of Answer:

In the introduction highlight why delimitation is an important exercise and why its frequency matters. You can quote a fact about how many delimitation exercises have taken place since independence and how much population has grown since then. 

In the body, There should be TWO mains parts to address TWO parts of the question (always write heading as asked in the question – don’t modify them. For ex – First heading should be ‘  The implications of this 84th amendment ‘ , not just ‘implications‘ or ‘consequences‘)

In the second part, in 3-4 points, comment if India should go back to decadal revisions. In each point, don’t forget to substantiate. 

In the conclusion, write about what might happen if we wait till 2031 for next delimitation.

Topic:   Agriculture; Employment

3) In the light of the government’s initiative to double farmers’ income, examine the mechanisms and focus areas, especially from the perspective of small farmers and farm workers, through which this goal can be achieved. Also examine what India can learn from China’s similar initiative. (250 Words)

Why this question?

Farmers’ issue must be understood from multiple dimensions. An entire essay can be asked about farm distress. Government’s promise of doubling income is a very important issue for Mains – 2018.     

Key demand of the question:

Mechanisms and focus areas should be written but with main focus on small farmers and farm workers. Less than one third space should be devoted to write about China’s initiative and the lessons we can learn from it.    

Directive Word:

Examine: Write facts as they are. No need to comment here.

Structure of Answer:

In the introduction, write about importance of doubling farmers’ income by giving a fact. Try to link it with Economic Survey observations.  

In the body, there should be THREE Mains parts to address each demand of the question. Within each part, try to categorise points into 3-4 categories (For example, in Second part on Focus areas – high-value crops and rain-fed areas, non-farm occupations, agro-industrialisation etc).

In the conclusion, write about role of states in helping this goal become real.  

 

TopicEmployment

4) The unemployment rate among the educated is not only higher compared to the uneducated, it also increases with higher levels of education. Examine why. Also suggest measures to reduce both educated and uneducated unemployment in India. (250 Words)

Why this question?

Employment related issues are frequently asked by UPSC. It’s an important question for Mains.   

Key demand of the question:

It’s a direct question –    write why unemployment among educated is high. In the second part, give solutions to reduce both educated and uneducated employment. Divide answer equally. 

Directive Word:

Examine: No commenting. Present plain facts. 

Structure of Answer:

In the introduction write about this strange phenomenon and link it with demographic dividend. Write a stat to highlight your point. In the introduction, whole answer should be represented, so address suggestion part as well. 

In the body, in TWO main parts, address TWO mains demands of the question. Make sure you examine Male/Female and Rural/Urban trends.  

In the conclusion, write about  demographic disaster, or about  need for revamping education system etc.

5) Discuss the objectives and features of the Kisan Urja Suraksha evam Utthaan Mahabhiyan (KUSUM) scheme. (250 Words)

The Hindu

Why this question?

It’s a new scheme. It’s an important question for Mains.   

Key demand of the question:

Direct question – write about objectives and features. But also comment on challenges and improvements.     

Directive Word:

Discuss: You should write about all aspects of this new initiative. Objectives, features, prospects, challenges and suggestions (even if it’s not asked, though briefly)

Structure of Answer:

In the introduction highlight importance of energy for farmers and how this new scheme is a major initiative towards making farmers self-sustainable and at the same time environment friendly (quote SDGs)

In the body, discuss briefly discuss objectives, features, prospects, challenges and suggestions.

In the conclusion talk about stability of grid – why it’s so important; or talk about how this scheme would compliment doubling of farmers’ income scheme etc. 

 


General Studies – 4


Topic:  Ethics in public service
  1. There are many corrupt officers around you who have links with underworld, rowdy elements, corrupt politicians and with smugglers. Many of them openly boast about their links.
  2. Few good officers who wish to set things in order are immediately transferred and are given various troubles by powerful politicians and senior officers
  3. Some officers believe that ethics has no place in police service as they are targeted both by the criminals and public whenever they try to do the right thing
  4. Subordinates are ill-treated by their superiors, which in turn drives these subordinates to indulge in petty crimes
  5. Seniors believe that accepting gifts from the public is not wrong as long as they don’t receive them from criminals

Comment on the  above statements. (25)

Ethics Case Study

Why this question?

Because corruption is a major problem in civil services and you should, as a future IAS/IPS officers should know realities and solutions beforehand.  

Key demand of the question:

For each part of the question you should register your opinion. You should opine about cause of such state of affairs in the department, or why such things continue despite there being numerous laws and institutions as deterrence. There must be your ‘action’ part in each comment i.e. the action you are going to take to address problem mentioned in each statement. 

Directive Word:

Comment: With suitable examples, write your opinion on each part (as mentioned above)

Structure of Answer:

There should be a general introduction before you start answering part A of the question. Don’t directly start with question-A. In the introduction write a general commentary on all the statements in the light of certain current event. 

In the body, for each part, in about 70 to 80  words, write your opinion as well as course of action that you would take. Be practical. Don’t be too idealistic. At the same time don’t write such measures that are illegal or unethical. In each part, there is no need to write introduction and conclusion again. 

No need to write conclusion for questions like this. 

(In case studies, imagine yourself to be there in the situation and imagine your course of action.)
