   Barring Foreigners from Commissioning Surrogacies in India is Unethical and Hypocritical

India is barring foreigners from commissioning surrogacy in India under the proposed Assisted Reproductive Technology (ART) Regulation Bill, 2014. Isn’t it hypocritical? Why allow PIOs, OCIs and NRIs to commission surrogacy but not foreigners? What are the intentions behind this move? Is this move ethical considering it discriminates between citizens?
