ETHICS Paper: Insights Plan for General Studies Paper – 4 (Ethics) Preparation (For UPSC Mains – 2017)

Many aspirants are clueless when it comes to preparing for UPSC civil services Mains general studies paper 4 (Ethics). 

In order to solve this problem, we are coming up with a plan which can streamline preparation for ethics paper. 

Instead of randomly posting a question under GS-4 in Secure, we will follow a plan based on GS-4 syllabus, where we will ask you to spend an hour or two every day on a particular topic and post questions on the same topic next day. It’s a 70 days plan. 

This plan works both ways: it both tests and gives you an opportunity to learn new topics or new dimensions on topics that you already mastered. 

As GS-4 provides you an ample opportunity to score 125+ (one of our students has scored 137 in GS-4 in CSE 2016), you should prepare for this paper with the seriousness it deserves. It doesn’t require too much of your time. Spending 1-2 hours daily is sufficient to score good marks in this paper.

Insights Plan for Ethics

 

1) Ethics and Human Interface: Essence, determinants and consequences of Ethics in human actions; dimensions of ethics; ethics in private and public relationships. Human Values – lessons from the lives and teachings of great leaders, reformers and administrators; role of family, society and educational institutions in inculcating values.

We will cover this part in 15 days. Focus will be on:

  1. Definitions with examples
  2. Concepts with examples
  3. Important leaders, reformers and administrators and their teachings (ancient to modern – from India and the world)
  4. Case studies

2) Attitude: content, structure, function; its influence and relation with thought and behaviour; moral and political attitudes; social influence and persuasion.

We will cover this part in 7 days. Focus will be on:

  1. Definitions with examples
  2. Concepts with examples
  3. Case studies

3) Aptitude and foundational values for Civil Service , integrity, impartiality and non-partisanship, objectivity, dedication to public service, empathy, tolerance and compassion towards the weaker-sections.

We will cover this part in 5 days. Focus will be on:

  1. Definitions with examples
  2. Concepts with examples
  3. Case studies

4) Emotional intelligence-concepts, and their utilities and application in administration and governance.

We will cover this part in 3 days. Focus will be on:

  1. Definitions with examples
  2. Concepts with examples
  3. Case studies

5) Contributions of moral thinkers and philosophers from India and world.

We will cover this part in 15 days. Focus will be on:

  1. Definitions with examples
  2. Concepts with examples
  3. Case studies

6) Public/Civil service values and Ethics in Public administration: Status and problems; ethical concerns and dilemmas in government and private institutions; laws, rules, regulations and conscience as sources of ethical guidance; accountability and ethical governance; strengthening of ethical and moral values in governance; ethical issues in international relations and funding; corporate governance.

We will cover this part in 10 days. Focus will be on:

  1. Definitions with examples
  2. Concepts with examples
  3. Case studies

7) Probity in Governance: Concept of public service; Philosophical basis of governance and probity; Information sharing and transparency in government, Right to Information, Codes of Ethics, Codes of Conduct, Citizen’s Charters, Work culture, Quality of service delivery, Utilization of public funds, challenges of corruption.

We will cover this part in 15 days. Focus will be on:

  3. Case studies
