    73rd Amendment of the constitution (1992) gave constitutional status to “Panchayat Raj ” by adding Part IX and schedule 11 under article 243 -243 O. It plays a significant role in uplifting the standard of living of women , SC , STs by providing reservations in Local self Govt.

    The 73rd Constitutional Amendment provided the following provisions among others:

    1. Not less than of the one third of the total number of seats reserved for the Scheduled Castes and Scheduled Tribes in every Panchayat shall be reserved for women belonging to the Scheduled Castes or as the case may be, Scheduled Tribes.

    2. Not less than one third (including the number of seats reserved for women
    belonging to the Scheduled Castes and Scheduled Tribes) of the total seats to
    be filled by the direct election in every Panchayat shall be reserved for the women and allotted by rotation to different constituencies in a Panchayat.

    3. The Act also provides for reservation of one third of the total number of
    offices of chairpersons in the Panchayats at all levels for women including
    women from the Scheduled Castes and Scheduled Tribes.

    4. States can also provide reservation to Other Backward Classes if they think
    it is necessary.

    Provision of reservation of seats changes the profile of leadership
    in many fold-

    1 Earlier the leaders of village were mostly males of higher caste whether in
    hindu dominated places or I muslim dominated places ,now their is mix
    leadership now.

    2 Women which had no voice earlier now they are village head due the provisions laid by act.

    3 Poor and socially backward people which had very poor condition in political
    and social level are now able to contest election and able to be head of the
    village.

    Under the 73rd amendment act the provision for reservations for the socially disadvantaged groups have uplifted the betterment of lives of SC, ST, OBC in the late and even women to be precisely in terms of their empowerment. The 73rd Constitutional Amendment act provided the following provisions which changed the profile of leadership–
    1. It empowered the women in the very lower level of hierarchy in itself which is commendable as earlier hardly women’s were heard.
    2. The Local level of village, panchayat, and even Zila parishad gave local people to be part of government and work on their own way which became nurturing ground of many leaders like earlier Maharastra CM and later union minister Vilash rao deshmukh to name a few.
    3. It uplifted the people of unrepresented, unheard by the local parliamentarian in the state’s legislature and central legislature alike.
    4. It gave the power to women in the reserved category where they run on the basis of their own needs and demand locally.
    5. Poor people were given power to decide their own fate in the Gram panchayat and subsequently Zila parishad to uplift the condition.
    Based on the above points it shows that the condition of disadvantaged groups have been assimilated in the main stream of power and politics but there are more provisions which needs to be done in terms of social audit, public dealing, hospitals, schools, Grameen Banks etc which will take care of every need of the local people locally and they needn’t to be dependent on any one.

    The 73rd amendment of constitution gave constitutional status to ‘Panchayati Raj Institutions(PRIs)’ and its provisions have had a considerable impact on socially disadvantaged groups and their role in leadership at the village level. These provisions and their effects can be summed up as follows:
    -the amendment provides for mandatory reservation for socially backward groups not only at village level but at all levels and their leadership. This has brought to leadership, people from groups which have been long discriminated against
    -it also provides for extension of PRIs to Schedule Areas through acts of parliament with special provisions for these areas
    -one-third of all the seats including those under other reservations for SC/STs are reserved for women which traditionally form a minuscule part of leadership of our country
    Hence, we can conclude that the 73rd amendment has had a deep impact on changing the profile of the leadership at village level.
